What Electrical Work Can a Homeowner Legally Do?

The line that doesn't move

Regardless of what your jurisdiction allows: the main lugs in your panel stay energized with the main breaker off.

Turning off the main de-energizes the bus. It does not de-energize the lugs feeding the bus, because those are connected to the service conductors — and the only switch upstream of them is on the utility's side of the meter. There is nothing you can do from inside your house to make them safe.

What happens if you skip an electrical permit?

Whoever does the work:

Insurance. A fire traced to unpermitted work invites scrutiny of the claim. Policy language varies, but this is a known exposure.

Sale. Buyers' inspectors compare what they see to permit records. Unpermitted work is a standard finding and a standard renegotiation item.

Retroactive permitting. Usually means opening the work for inspection and correcting to current code, not the code in force when it was done.

An honest framing

If you're competent, careful, and your jurisdiction permits it, adding a receptacle on an existing circuit is not beyond a homeowner.

An electrical mistake inside a wall can smolder for months and burn the house down with everyone asleep in it — and it produces no symptom in the meantime.
