Lights flickering in a house range from a loose bulb to a genuine fire hazard, and the difference is scope. If one bulb or fixture flickers, it's almost always the bulb, socket or a dimmer mismatch.

Why does one light keep flickering?
The common and benign case.
Loose bulb. Turn power off, let it cool, tighten it.
LED and dimmer incompatibility. Most common cause of LED flicker by a wide margin. Dimmers designed for incandescent loads often don't work properly with LED drivers.
Fixes: an LED-rated dimmer, or different bulbs. Note also that some dimmers have a minimum load — with only a couple of LED bulbs connected, the total may fall below it, causing flicker.
Worn socket. Contacts lose tension over years. If the bulb wobbles or the fixture is old, the socket may be failing.
Cheap bulbs. Some inexpensive LEDs flicker inherently, sometimes visibly only on camera or in peripheral vision.
A failing bulb. LEDs usually dim or fail outright, but drivers can fail with flicker first.
Why do lights flicker on one circuit?
More significant. When several fixtures on the same circuit flicker together, the common element is the circuit itself.
Most likely: a loose connection somewhere on the circuit.

Why do lights dim when an appliance starts?
Motors draw a large inrush current when starting — several times their running draw. That briefly pulls voltage down.

- The dip is pronounced rather than subtle
- It's getting worse over time

Why does the whole house flicker?
Repeated or severe whole-house flickering or dimming is a call-now situation.
Possible causes, all serious:
A loose or failing service connection — at the weatherhead, the meter, or the main lugs. High current through a loose connection at the service is a significant fire risk.
A failing or loose neutral. This is the one to understand, because it's genuinely dangerous. In a typical residential service, a compromised neutral can cause voltage to shift between the two legs — some circuits see higher than normal voltage while others see less.
