EV Charger Safety Certifications: UL, ETL, ENERGY STAR

Certification is the one specification on an EV charger that isn't a preference. A charger that isn't listed by a recognized testing laboratory can fail inspection, void an insurance claim, and — the reason the requirement exists — start a fire in a device that carries 40 amps continuously for hours next to your house.
What does "listed" mean?
Under the NEC, electrical equipment must be approved, and approval is normally established by listing and labeling from a nationally recognized testing laboratory (NRTL). Article 625 of the NEC covers electric vehicle power transfer systems specifically.
Listing means the lab:
- Tested a sample against a published safety standard
- Evaluated construction, materials, spacings, and protective functions
- Verified markings and installation instructions
- Runs ongoing follow-up inspections at the factory to confirm production still matches what was tested
That last point is the one most people miss. A listing isn't a one-time test — it's a continuing surveillance program. It's what separates a listed product from one that passed a test once and then changed suppliers.
The marks you'll actually see

All three are NRTLs. They carry equivalent code weight. A buyer who insists on "UL specifically" and rejects an ETL-listed unit is applying a brand preference, not a safety standard.
Watch for marks that look like certification but aren't:
- CE — a European self-declaration of conformity to EU directives. It is not a US safety listing and carries no NRTL weight.
- "Tested to UL standards" or "UL-compliant" — a claim by the manufacturer, not a listing. If the product were listed, they'd say listed and give a file number.
- FCC — electromagnetic emissions only. Nothing to do with electrical safety.
- Generic marks, unfamiliar logos, or marks with no corresponding directory entry.
How to verify a mark
- Find the mark on the product label, not just the product page. Certification lives on the nameplate with the ratings, model number, and enclosure type.
- Look up the manufacturer in the lab's online certification directory. UL, Intertek and CSA all publish searchable databases. Search by company name or file number.
- Confirm the specific model appears, not just the brand. Some manufacturers list one model and imply the whole line.
If you can't find a directory entry, treat the product as uncertified.
Why is an unlisted charger a real problem?
Not theoretical:
- Inspection failure. An inspector who doesn't see a recognized mark can reject the installation, which means the work has to be redone. See EV charger permits and inspection.
- Insurance exposure. If a fire is traced to unlisted equipment on an unpermitted or non-compliant install, that's a difficult claim.
- The failure modes are the dangerous ones. EVSE carries high current continuously and contains the ground-fault protection that keeps a wet connector from being a hazard. Those are exactly the functions listing tests.
- No recourse. Anonymous imports have no support, no parts, and no recall mechanism.
An electrician will generally refuse to install unlisted equipment, and that refusal is them doing their job.
What ENERGY STAR adds
ENERGY STAR certification for EV chargers is an efficiency program, focused mainly on how much power the unit draws when it's idle or in standby — a charger sits plugged in and powered nearly all the time, so standby draw is a real annual number.
It's a nice-to-have, occasionally a rebate requirement, and completely separate from safety. Look for both: an NRTL listing for safety, ENERGY STAR for efficiency.
Enclosure ratings: a different kind of marking
You'll also see a NEMA enclosure type on the label (and sometimes an IP code). This describes what environment the enclosure can survive — dust, dripping water, hose-directed water, ice.
This is not a safety listing, but it's a code-relevant compatibility requirement: an indoor-rated enclosure installed outdoors is an improper installation regardless of how well the product is listed. Where this fits in buying
Certification is a filter, not a tiebreaker. Apply it first:
- NRTL-listed? No → remove from list.
- Enclosure rating and temperature range suit the location?
- Amperage matches the circuit you can install (breaker sizing)
- Everything else — cable, features, warranty, price

Buy only chargers listed by a nationally recognized testing laboratory — UL, ETL/Intertek or CSA, all equivalent — and verify the specific model in the lab's directory rather than trusting the marketing page. CE marks and "tested to UL standards" claims are not listings. Match the enclosure rating to the location, treat ENERGY STAR as a separate efficiency bonus, and let your electrician's refusal to install uncertified gear be a feature, not a friction.
