Zinsco Electrical Panel: How to Identify One and What to Do

Zinsco panels — and the Sylvania-Zinsco and GTE-Sylvania panels built on the same design — were installed in US homes from roughly the 1950s through the 1970s. They show up most often in homes from that era in the western states, though they were sold nationally.
The failure mode
Where the Federal Pacific concern is about breakers failing to trip internally, the Zinsco concern is about the physical connection between the breaker and the bus bar.
Zinsco breakers slide onto an aluminum bus rather than clipping firmly over it. Two things follow from that design:
- Aluminum oxidizes. The oxide layer is a poor conductor, so resistance rises at the contact point, and resistance under load produces heat.
- Heat degrades the contact further, which raises resistance further. It's a self-reinforcing cycle.
In the worst outcome, the breaker literally fuses to the bus. At that point the breaker cannot open the circuit. Worse, the handle may still move — so it looks like you've turned the circuit off when you haven't.
The heat also damages the bus itself, which is why the whole panel, not just the breaker, is generally considered the problem.
How do I identify a Zinsco panel?
The name. "Zinsco", "Sylvania-Zinsco", or "GTE-Sylvania" on the panel door, the label, or the deadfront.
The breakers. The most recognizable feature. Zinsco breaker handles are frequently brightly colored — blue, red, green, yellow — in a way modern breakers are not. The handles are also typically slimmer, and the breakers slide into place rather than clipping on.
The panel. Often a flat, plain cover with the breakers in a single or double column and a distinctive look that an inspector recognizes immediately.

The practical implication of the difference: a Zinsco panel is worth inspecting for evidence, whereas an FPE panel gives you nothing to inspect. If you have a Zinsco and see browning around a breaker, melted plastic, or feel heat through the cover, that's not a maybe — that's an electrician call this week. Is every Sylvania panel a Zinsco?
No, and this is the most common identification mistake.
Sylvania acquired Zinsco, so panels branded Sylvania or GTE-Sylvania from that period were built on the Zinsco design and carry the same concern. But Sylvania as a brand name appears on other equipment too, and later panels are a different product.
So the name alone doesn't settle it — the breaker style does. Slim, brightly coloured handles on breakers that slide onto the bus is the Zinsco signature. If you're unsure, photograph the label and the breakers with the cover on and show an electrician; identification takes them seconds.
Why can't you just replace the breakers?
Because the breaker isn't reliably the damaged part. The bus bar is.
Every failure described above happens at the contact point between breaker and bus — and the heat generated there degrades the bus, which is a fixed part of the panel. Sliding a new breaker onto a pitted, oxidized or heat-damaged bus stab puts a new component into the same bad connection.
You'll also find UL-classified breakers — third-party breakers listed for use in other manufacturers' panels — offered as a solution. A classified breaker may be a perfectly good breaker, but it doesn't repair a bus. It changes the half of the connection that was never the main problem.
The same logic rules out the "panel within a panel" approach some people propose: feeding a new subpanel from the existing Zinsco main leaves every one of your circuits still flowing through the old bus and main breaker. The fault path is unchanged.
What should you do if you have a Zinsco panel?
Replacement is the common recommendation, for the same reason as with FPE: the failure is in the design of the panel itself, so nothing you install into it resolves the underlying issue.
Practical sequencing:
- Don't add loads to it. Circuits added to a Zinsco panel are money you'll spend again.
- Bundle it with work you're already doing. A heat pump, an EV charger, or a service upgrade all involve panel work anyway.
- Check for heat evidence now. Hand flat on the closed cover; look for discoloration around breaker slots. This one is worth doing today if you have this panel.
If replacement has to wait, keep the working clearance clear, avoid loading circuits heavily, and make sure smoke alarms are current.
Scope and cost
A Zinsco replacement is a standard panel replacement. Whether it's just that, or a full service upgrade, depends on whether you also need more capacity — run a load calculation first and read electrical panel upgrade cost for what separates the two.
Homes of this era commonly bring two extra costs: current AFCI and GFCI requirements when circuits are reconnected, and conductors cut short at the original installation needing junction boxes to reach a new panel.
What does the replacement actually involve?
Knowing the sequence makes the quotes comparable:
- Permit. Panel replacement is permit-and-inspection work essentially everywhere.
- Utility coordination. The meter is sealed, so the utility has to disconnect and later reconnect the service. Scheduling that is often what sets the date, not the electrician's availability.
- The swap. For a straight replacement the physical work is typically a day, with the power off for most of it.
- Grounding and bonding brought current. Homes of this era frequently have a water-pipe-only electrode and no supplemental ground rods. When the panel is replaced, the grounding electrode system generally has to meet current NEC requirements — see grounding vs bonding.
- Inspection, then the utility reconnects.
Two things reliably add cost in houses of this vintage: conductors cut short at the original install, which need junction boxes and extensions to reach the new panel, and current AFCI and GFCI requirements applying to circuits as they're reconnected.
Will insurance cover a house with a Zinsco panel?
It varies by carrier and by state, so treat this as a question to ask rather than a rule.
What's consistent is that carriers ask about panel type on older homes, and a number of them treat Zinsco and Federal Pacific as underwriting issues — declining new policies, declining renewal, or making replacement a condition of coverage. Some ask for an electrician's letter after replacement.
Practical advice: if you're buying a house with one, call your prospective insurer before closing, not after. And if you replace the panel, send the permit and final inspection to your carrier — that's the documentation they want.
Buying or selling
Home inspectors identify these routinely, and it will appear in the report. As a buyer, treat it as a negotiable item and don't accept breaker replacement as a resolution. As a seller, decide in advance whether you're replacing or crediting.
