Federal Pacific Stab-Lok Panels: What Homeowners Need to Know

Federal Pacific Electric (FPE) sold Stab-Lok panels widely in US homes from roughly the 1950s into the early 1980s. Millions were installed. If your house is from that era and hasn't had a service upgrade, there's a reasonable chance you have one.

The failure mode is what makes this different from an ordinary old panel: the breaker appears to work, and the handle moves normally, but the mechanism may not interrupt a real fault. Nothing visible tells you which breakers are affected.
What is the concern?
A circuit breaker has one critical job: to open the circuit when current exceeds its rating. Testing programs and extensive litigation over several decades reported that a meaningful proportion of Stab-Lok breakers failed to trip under fault conditions — remaining closed while the circuit carried current well past the breaker's rating.
The two failure modes reported are:
- Breakers that don't trip on overcurrent, leaving the conductor unprotected.
- Breakers that don't seat reliably on the bus, producing high-resistance connections and heat at the panel.
The company was found by the CPSC to have misrepresented test results in obtaining UL listings. A CPSC investigation in the early 1980s was closed without a recall, with the agency citing budget limitations rather than a finding that the panels were safe. Federal Pacific ceased operations; the brand name has since been used by unrelated companies, which is why "Federal Pacific" on a new panel is not the same product.
Why is this different from an old panel?
An aging panel from a mainstream manufacturer gives you signals — heat, discoloration, sound, tripping behavior — that something is wrong.
A Stab-Lok panel's reported failure mode produces no symptom at all. The panel works normally, the lights work, and the breakers switch on and off. The failure only appears at the moment protection is actually needed. There's no homeowner test, and no meaningful visual inspection.
That's the whole argument for replacement: you can't monitor it, so you can't manage the risk by watching it.
How do I identify a Federal Pacific panel?
- The label. "Federal Pacific Electric", "FPE", or "Federal Noark" on the panel door, inside the cover, or on the deadfront.
- The breakers. Stab-Lok breakers are narrower than most modern breakers, and single-pole units often have a distinctive red or orange stripe or tip on the handle.
- The name on the deadfront. "Stab-Lok" is frequently molded or printed onto the cover.
Not every FPE product is a Stab-Lok panel, and the concern is specifically about the Stab-Lok line. If you're unsure, a home inspector or electrician will identify it in seconds — and if you're buying a house, the inspection report will usually flag it.
What to do if you have one
The common recommendation is replacement. Many electricians, most home inspectors, and a number of insurers treat identification alone as sufficient reason.
That is genuinely a judgment call and it costs real money. What's clear:
- Replacing individual breakers doesn't resolve it. The bus-connection design is part of the reported problem, so new breakers in the same panel aren't considered a fix.
- Adding circuits to one is a poor investment. Any money spent extending a Stab-Lok panel is spent twice.
- A panel replacement is often bundled with something you already wanted — an EV charger, a heat pump, a service upgrade. Doing it during work you're already paying for eliminates most of the duplicated labor.
If replacement isn't feasible right now, the risk-reduction steps are ordinary but not nothing: don't add new loads to it, keep the working clearance clear, check for heat and smell periodically, and make sure your smoke alarms are current and interconnected.
Cost and scope
Replacing a Stab-Lok panel is a standard panel replacement. If the existing service size is adequate, the scope is limited to the panel and reconnecting the circuits. Two things that commonly add cost on homes of this era:
- AFCI and GFCI requirements when circuits are reconnected in a new panel — these breakers cost several times a plain one.
- Short conductors, since panels of this vintage were often wired with minimal slack. Junction boxes and extensions may be needed.
Run a load calculation first so you know whether you're buying capacity or just safety.
Buying or selling a house
Buying: expect it in the inspection report. It's a normal item to negotiate — either a price adjustment or replacement before closing. Don't accept "the breakers were replaced" as a resolution.
Selling: it will be found. Deciding in advance whether you'll replace it or credit for it is better than discovering the issue during negotiation.
