Public EV Charging Networks Explained

The charging itself is standardized and mostly boring. The confusing part of public charging is the layer above it: accounts, apps, roaming agreements, pricing models, and fees that aren't for electricity. Understanding that layer is most of what separates a smooth road trip from a frustrating one.

What is a "network" actually?

A charging network operates stations, sets prices, handles authentication and payment, and provides the app that shows availability. The hardware may be built by someone else entirely, and the site itself is usually owned by a business — a retailer, a hotel, a travel plaza — that hosts the equipment.

That three-way split explains a lot of the weirdness: why a station's app says available when the site is closed, why pricing differs between two stations of the same brand, and why a broken charger sometimes takes a while to get fixed.

The account problem, and how to solve it

You do not need an account with every network. You do need a plan.

Before a trip:

  1. Identify which networks are on your route using your car's navigation or a charging app.
  2. Create accounts for those, in advance, at home, with a payment method attached. This is a ten-minute job at a kitchen table and a genuinely miserable one in a parking lot with bad signal.
  3. Add the cards to the app, and if the network mails an RFID card, request it early.
  4. Check whether your vehicle supports plug-and-charge on those networks.

The RFID card deserves emphasis. Cell signal at highway charging sites is not always good, and a physical card that starts a session without a data connection has saved a lot of trips.

Roaming

Some networks have roaming agreements: you can start a session on a partner network using your primary account. This reduces how many accounts you need and sometimes preserves your home network's pricing.

Roaming coverage changes over time and isn't universal. Treat it as a convenience when it works rather than a plan you depend on — carry the backup account for any network you genuinely need.

Pricing models

Three structures, and the difference matters:

Per kWh. You pay for energy delivered. Fairest to the driver, and the model that lets you compare against your home rate directly.

Per minute. You pay for time. This penalizes vehicles that charge slowly and anyone deep into the charging curve taper — the same energy costs more when it arrives slowly. If you're paying per minute, the case for leaving at 80% is even stronger.

Session fee plus energy. A flat connection charge on top of per-kWh pricing. Makes small top-ups disproportionately expensive.

Idle fees

After your session completes, some networks charge per minute until you move the car. The purpose is legitimate — keeping stalls turning over — but the fees accumulate faster than people expect.

Reliability: plan for it

Public charging reliability has improved but is not uniform. Stations can be offline, damaged, blocked, or slower than advertised.

Habits that make this a non-event:

  • Check station status in the app before committing to a detour
  • Read recent user check-ins — they're more current than the network's own status
  • Always have a backup station identified, not just the primary
  • Don't arrive at 3%. Buffer is what turns a broken charger into an inconvenience rather than a tow.
  • Prefer sites with more stalls. A site with eight dispensers is far less likely to strand you than one with two.

Level 2 vs DC on public networks

Connectors and access

The NACS transition means access is broadening — more vehicles can use networks that were previously closed, sometimes natively and sometimes with an adapter.
